No On 15 was a punk band (with horns) that hailed from the State College, PA area. These photos were taken at the Fireside Bowl in Chicago sometime in 1999.
Allister and River City High were also on that bill.

Great band! I still have one of their patches on a pair of shorts somewhere. I saw them in Mechanicsburg PA back in the day.
